TWC is starting a regional network (similar to the Fox Sports and Comcast Sports networks) to carry the Lakers (and Galaxy, and Sparks). They aren't going to broadcast nationally on it.

TWC WNY is adding the Time Warner Sports Network on October 1, 2012. It is also being added in Rochester, Syracuse, Albany and NYC.
