That's the name of the game these days. Everyone does it. Only publish stub/web installers so you can include crapware and who knows what else.
However it's not just that. I archive (full) install packages as I have multiple machines, VM's etc. I download one copy (for each O/S etc). I don't need/want to run a stub/web installer multiple times.
FYI even if web/stub installers are the only option I use this trick. Run
Wireshark, or other network monitoring tool, and then the installer. Once it starts downloading cancel (if you wish). Then search the Wireshark log for .exe/.msi and find the real installer URL. Then paste that to your browser and voila you have the full install package. Some vendors go to great lengths to hide them.
