Yes, but that doesn't seem very likely, and it could just be high latency links, since we don't know the method of connection (not satellite I hope).

The response time numbers look like what is to be expected for a trans-Atlantic connection. And I'm not certain but if they use MPLS then we are actually looking at the other end of the interface at this interconnect point.

Just to clarify, 204.245.39.158 is part of the Global Crossing (GLBX) network. Level 3 did acquire GLBX and apparently has been changing the whois IP databases; however, the router, links, etc are still part of AS3529(GLBX) and not AS3356(Level 3).
