[OOL] Upload speed almost zero in 07747

Noticed my upload (in CT) was crap today too. They were less than 1Mbps earlier but now (11pm EST) seems better now at:

.....but not the full 8Mbps up I usually get. Noticed it because I was setting up some new laptops and felt my speeds just seemed off.
