[Speed] Comcast performance speeds fluctuate

I recently signed up for Comcast's Performance package (20mbps down). I've noticed extreme fluctuations in the internet speed. I've run a speed test at which it scored about 18mbps down, and then a minute later it scored 3mbps. It seems to be all over the place. One consistent thing I've noticed though is that whenever downloading large files (over 100mb) I always get 10-20mbps, but as soon as I'm done downloading, it's back down to 3-5mbps. Any ideas on how this can be fixed, or is this just how it is with Comcast?

I'm in Provo, Utah. The speed fluctuations happen all day. I have a Motorola SB5101 modem with firmware version SB5101-2.7.8.0-GA-00-NOSH. I thought the issue may be my Cisco router at first, but I am plugged directly into my modem and still experience the speed problems. I'm running AVG 2012 (newest version). I have tested and found the problem on my Windows 7 PC and my Android phone, using both Firefox and Chrome browsers.

I'm subscribed to the Comcast Performance 20mbps down/4mbps up connection.

and I am pretty sure performance is 15/2
unless your area is different

I got an upgrade to 20mbps, and I do reach those speeds every once in a while, it's just very inconsistent.

Here are some speed tests I ran yesterday on speedtest.net:

I'll just list the download speed, because the upload speed always stayed about the same (around 4mb/s) and ping was always around 45 ms

1. 15.32mb/s
2. 10.11 mb/s
3. 15.24 mb/s
4. 4.33 mb/s
5. 3.81 mb/s
6. 18.73 mb/s
7. 22.42 mb/s
8. 7.91 mb/s

This was all within an hour time period, and the speed fluctuates like this pretty much all throughout the day. I realize that it would be unreasonable to expect a constant 20mb/s as Comcast advertises, but I would think I should be getting pretty constant averages over 10mb/s. I contacted Comcast and the service rep just told me to reset my modem, which of course did not fix the problem. Any help here would be great.

Just go trade it in for a newer model modem. I did and all is good.

I'm thinking about just returning the rental modem and buying my own. Any recommendations for a good one for the service I have (20mbps down/4mbps up)?

Also, has anyone had any experience returning a Comcast rental modem? I'm hoping they will just take it and take off the $7/month I'm paying to rent it, but I'm worried that it may have been part of my contract, and I may be forced to rent it until my contract is up (in a year).
