Are recommended updates usually released out of band?
This just looks like a OXPS to XPS converter tool but it's rated as important/recommended...
Does it "ACTUALLY" require a restart?
EDIT: Restart requirement
You do not have to restart the computer after you apply this update.

Dustyn - Please correct me if I am wrong but, fourth Tuesday MS Updates are not considered to be out of band.

That MS Update last Friday (Sept 21)? Now, that was out of band!

Microsoft releases security updates on the second Tuesday of every month and non-security updates on the fourth Tuesday of every month. (Sept 25)
