You can sort of do it with Alien Skin Snap Art>Stylize, removing the background first:

I would guess that it's some dedicated image-to-cartoon program, if it's not hand-traced. I'm thinking it might incorporate establishing multiple points on the original image that would translate into lines - similar the procedure used in morphing programs to establish coordinates.

Most of my drawing plugins that I checked out don't result in such clear-cut image outlines; they seem to provide a more sketch-like effect even when tweaking the various setting to remove as much extraneous details as possible.

Ok, never mind, I now know it's done simply hand tracing the original on a new layer above, not even a drawing tablet needed
