Have you tried subtracting the next three numbers from the first??
I know the wheel only goes to 100, but it might be as simple as starting at "0" (Zero) and going that number for the first revolution, then that number BACK for the second revolution, then forward for that number for the third, or some permutation of that....

So 299, 226, 277...

Or 99, 26, 77...

Or, 99, back 226 numbers to 27, then forward 277 to 4...

Or something along those lines...

the last one i cut open had 3 purple vibrators in it. the one before that the owner decided to keep when we turned it over and thin silver chain necklaces started dripping out the gap around the door.

Ok I have tried every combination that has been posted so far and no luck yet. Here is the closeup of the dial. From what I understand J Baum used Yale and J Baum locks on their safes and since mine doesn't say Yale it's most likely the J Baum lock.

Also, from the photo of the penciled numbers, what appears to the last "3" could possibly be a "5".

Right. One of the early episodes of Storage Wars showed an old safe like the one here and the real value wasn't the contents, but the safe itself.

Another thought: The "3" could be an offset of the dial position, such that the numbers listed should be at the "3 o'clock" position, making the combination

15 - 25 = -10 (90 on the dial)
16 - 25 = -9 (89 on the dial)
89 - 25 = 64 on the dial
38 - 25 = 13 on the dial

Not the same as the one I was thinking of.

When it acts up, I turn the dial six or seven turns left, then the same right, then enter the combination. After the last digit, there's a star that you go to, then jiggle the dial until it "falls in" then spin it fast left until it stops. Then you can open it. Might be something similar with this one after the last digit.

3 turns left then 15 then 16 then 89 finally back to 38, now unlock.
