Prosecuting the "demand" side doesn't really work. The drug war taught us that. Besides, if I stumble onto an awful website and accidentally download something illegal, I'm going to jail for life? That's ripe for abuse.

It certainly works with a large enough sample set of a user's online activities to form a psychological profile. People don't 'stumble' onto the same images using specific keywords in the search engine or requesting certain .torrent files.
