Rogers throttling Blizzard games again?

This started for me earlier today, it wasn't as noticeable, but the subtle lag spikes were there. I checked my speed, ping, router, everything seemed normal, except that Diablo 3 is lagging like mad.
Then I saw this post on the Diablo 3 forums pointing to Rogers again.

So, anyone else? What's going on?

Rogers was experiencing issues across their network yesterday. Might be attributed to that. If it continues, obviously something else might be the cause. But the issues last night were felt across the country from what I understand.

What he said.. there was a fiber cut somewhere and it really caused capacity issues which slowed down or even cause a complete loss of internet for many people on Rogers.

I remember Rogers claiming that they will remove all throttling from their networks by the end of 2012?

Well it's October now and my connection is still being heavily throttled in Clarington(East of Oshawa). I notice it in my games, in my downloads, and even when watching videos. It's been a looooonnnnng time since i've had to buffer a 360p video and believe me, I did not miss it at all. I upgraded to the Extreme Plus package and I am now at 32/1 but I still have to buffer videos, and wait hours for 1.5gb files to download.

Please Rogers, stick to your word and remove the throttling, I would love to use my speed to it's potential but I feel like I am tied to a leash. It's like getting a new car but it is limited to 10km/h as soon as I leave my driveway.

they have a tool that lets you enter your postal code and see if your area has removed the throttling :

mine says the throttling has been removed , but they lied.

I am in east oshawa and it isn't removed... doesn't bother me much though as I do not do much downloading. sucks having a 60 gb cap when it should be 80... shared among 4 people.
