I am experiencing the same error in Dallas, TX. Cannot pull mail with Outlook, get service unavailable error. This appears to be quite widespread.

Same in Virginia Beach, VA. Can send email; but, cannot receive email in Outlook or log onto web mail and see any inbox messages. I get the same error code when I try and access the online Inbox:
