Logitech G500 would have all the features you need and the software comes with easy to write macros. The built in macros do what you want though.

Thanks for the great suggestion! I'm actually leaning towards the G600.
I listen to a lot of lectures using VLC. I often need to rewind and pause the lecture will taking notes. Do you think I can code a macro to control VLC even with the VLC window minimized? Maybe using the programmable mouse keys in conjunction with VLC's global hot key shortcuts?

Thanks again for the help! I can't wait to try this all out.

I'm sure it's doable. I have my Logitech keyboard macro'd to use VLC as well. Haven't tried it with the mouse.
