As mentioned, you always have the latest version for _your_ phone... as a newer version is pushed to your phone when it's put out. It's not the latest version that Google has put out, as this is 4.1. However, 4.1 has not been released by your carrier for the S3 (unless you are living in Poland).

Keep in mind that Google releases pure Android for free. Phone manufactures then take that and add their own coding (bells and whistles) to it along with extra pre-installed apps (bloatware). That is what you get in the end. So when Google releases a new version, your phone manufacture then needs to modify it before it can release it for your phone. Or they can choose not to release it for your phone at all.
