Without the dishes, they wouldn't be able to sell you food.

The same for the modem, without a modem you can't get service.

Just raise the monthly rate, make it clear, simple, be honest.

Can you get in digital programming without a digital cable box for which you get charged a free and apparently don't have a issue with??

That's why my old dial-up ISP provided me with a free USR Courier.....

.... oh wait, they didn't.

It's nice when an ISP provides you with free CPE, but they are certainly under no obligation to do so.
