Nope. Those aren't on the radar. Sin taxes are a revenue matter, not a health matter. Moderation means developing a culture where binge drinking is strongly discouraged, among other things. BUT DKS,you've hit the nail on the head, Moderation leads to less revenue, and thus has to be made up elsewhere.
