the cop was the dickhead someone rang 911 because they felt they had a problem and a cop who should be trained to deal with people in that situation blew it big time.

Apparently so. Or at least for doing X after being told not to do X when it turns out X is an arrestable offence.

Now, I grant you a better solution would have been for the cop to say "have a nice day, I've done all I'm going to do, goodbye" but I still think the consequences of dickheadery were self-inflicted.
