You add much more distance by testing in Montreal as it need to go to Toronto & back to Montreal

When doing the test from Toronto

It goes Home > Toronto > TekSavvy test server in Toronto

This reduces the length data must travel to get the result.

I am NOT in Toronto. I am using the Toronto server for speed testing purposes, which is what you should be doing, since all web traffic that originates from TSI customers passes through Toronto. In order to get optimal ping and speed, you must use a Toronto server. Look to the left of this paragraph, and you'll see in which province I reside.

Wow, 20K/m is crazy for a 1Gbps NNI (source »www.crtc.gc.ca/public/8740/2012/···2640.pdf). I would expect a 10Gbps NNI at 20K (10x1Gbps Bell NNI would cost ~12K/m).

I can vouch for Marc that it takes time to get orders through carriers (being in telecom for the past 5 years).

Keep in mind that capacity is not infinite. From time to time, Videotron might need to add capacity on their side too, either at the demarc where they interconnect with TSI or inside their core/distribution. It can be simple as to add slots or modules to adding new equipments or build to install and lay new fiber cables. We're talking months here.

I am using a router right now and I know that makes my speeds slower but based on previous comparative results its usually only a 3-5mbps difference in speed when using a router vs. direct cable connection.

Troubleshooting usually takes 2 consecutive hours out of my time so I am delaying this do this until later after 9:30pm. Hopefully it doesn't persist.

There doesn't seem to be much testing performed with you as per notes on your account, other then speed tests & power cycling of your modem which restored the speed.
