No, they aren't.
I personally have had great service with Time Warner when I had them for 2 years. No issues, great customer support (English speaking, too!) and endless promos.

Time Warner tries to enforce things such as metered billing - and customers revolt, and they stop. When has Comcast ever listened to their customers?

When has [xxx] ever listened to their customers? No one does. TW is still trying to pull the metered billing crap with low caps, and low speeds.
