You'll want to make sure that people can't signup other people without their permission. With your idea right now, I could go and click on someone's name and sign them up for something with no guarantee of permission from the person.
It depends on what language you know already. Personally, I'd recommend Ruby on Rails. It's easy to learn and has an extensive plugin system (called gems) that makes it easy to add certain functionality fast. For example, if you wanted student to be able to login with a password and register themselves, there's a gem called devise that makes it fairly easy to do so. You could even deploy it for free hosting on Heroku.com since I doubt you'd need a very power server to host it.
