I seem to have been upgraded from 12/2 to 17/3. My speeds have been bouncing up and down all day. PowerBoost has been on and off.

My 22/5 seems to be 35/7 now (near Trenton, NJ)

You are at the 27/7 level. You need to look at the traffic shaping section. You are showing 28.7/6.9 Mbps as your actual rate. I would have though the upload would have been just a touch higher.

The estimated capacity is what the burst speeds could be. You are in the same situation I am where on my end the estimated capacity was ALWAYS much higher for up and down.

I just wanted to point out that you actually have 27/7 and not 37/7 for others that might read it and get confused.
