Well, yes and no. They're not 'pay' cams - sorry.

However, a number of them are the exploited Trendnet cams. I'd say They were harvested through Shodan.

Edit: Other things that can be done with Shodan.
Playing with Shodan last night, I easily found accessible cable modems and
instances where unimaginably stupid people have put SCADA controls on the Internet

BTW: The cam page a good tool for bandwidth/QOS testing.
