It's a rate hike plain and simple. Since their competition will attack them over a rate hike (and they would do the same) they are adding this "Modem Fee" so they can technically say they didn't have a rate hike even though the rest of us knows it's a rate hike. -- I do not, have not, and will not work for AT&T/Comcast/Verizon/Charter or similar sized company.
