It's merely another way to raise prices, especially on those in bundled deals. We've been on 2 year promotions with a set rate for cable, internet and phone but by adding fees or increasing costs of add-ons Time Warner still effectively raises their prices. In 2 years, the cable box fee went from $8-11, the DVR service fee went from $9-11, the digital tiers went from $5 to $8, andnow this fee. After taxes, surcharges and add-ons though $89.99 promos end up being a lot more.
Heck even the "free DVR service" means renting each box at $10-11. Clever marketing for added costs. They must be taking their cues from the state of California with "fees".

I just switched over to road runner.
I returned the tw router and bought a cheapie on e.bay.
I am now using ooma. Paying about $24 for both isp/phone.
I made this change because I was tired of paying att $64/month.
