Another way to do it is with the Trunk Groups feature. You can also register to two PoPs at once, using SP1 and SP2.
If you use the API to switch your DID's PoP, you wouldn't necessarily need to route calls any differently, and thus you wouldn't have to add an additional point of failure. An easier (API not required) way to accomplish geographic DID failover is with Anveo.

Yes, the full syntax allows all the goodies: priority, port, weight, .. Refer to the OBi device admin guide for detail. To achieve failover behavior, you also need to enable X_ProxyServerRedundancy (second registration is optional). |

This functionality might be one of the stronger reasons I have heard for getting an OBI. 
(That is, for those of us who already have some other ATA.)
