Why should UPS charge me such fees when FedEx don't?
Because UPS is a private business and they can choose the prices they charge. On top of that, unless otherwise specified, UPS will choose a clearance agent of their choice. Sometimes, if you choose to clear it yourself or use a third party clearance agent, you can get the fee down even further.
