Under the Articles of Confederation, yes. The Constitution replaced the Articles, and the provision for Canada to join didn't make it in there, so it would still require all sorts of approval from both countries to happen.

Actually, it's pretty simple on our side: It just requires a simple majority vote by both houses of Congress and signature by the President. Done. No approval of any state or court or government agency is required.

Maybe some day we'll take Quebec.

[EDIT to say the President has to sign the bill.]

But it still represents the only parts worth getting for Canada.

We got screwed out of keeping all of Washington State, and all of the Ohio River valley area long ago. I might like to have that territory back.

Many states have been admitted by Congressional resolution rather than by the process of a bill becoming law.

Congressional resolutions do not involve the President.

Even in those cases, though, the President issued a Proclamation of statehood.

Yeah, that part wasn't clear to me. Alaska and Hawaii were admitted via bills signed by the President, so I figured that's what they would do for any future additions.

When I was in school, we were told Puerto Rico would likely be the 51st state. Still hasn't happened.

That would be Bâton Rouge, where "bâton" translates to English as 'baton', so a red baton would (I believe) be a reference to the house specialty, ribs, and not a reference to the city in Florida. And Boston Pizza is a Canadian company too. I've heard of 'Chicago-style pizza' but not Boston-style, and I've found the food at the restaurant to be incredibly bland. Worse than just plain boring.

They should have gone with "St-Louis-de-Ha-Ha Pizza" or "Moose Factory Pizza" to give it a good Canadian feel.

I haven't seen any War of 1812 commercials, but I'll guess they don't mention that the Rideau Canal was built as a result of it so that Fort Henry could be resupplied without using the St Lawrence River if there was another conflict with the US as Parks Canada is currently currently cutting back the funding for it in a big way.
