There are a number of different fill valve designs but they all US models tend to have in common two outlets. The main volume of water from the fill valve outputs directly into the tank to refill it. At the same time some amount of water is output through a tube. That tube needs to be inserted into the overflow tube/pipe to fill the toilet bowl with fresh water.

You mention that there is water coming out of the tube from the fill valve is it the right amount ? Try to compare it with a working toilet to see if perhaps the flow is too low.
On some older (good quality) fill valves I have seen adjustments to set the amount of water going into the overflow tube/pipe (or more specifically the ratio between the two amounts). None of the replacement fill valves I have installed in the last decade had that feature but if yours does you might want to temporarily fully open the flow adjustment to perhaps flush out any obstructing particles.

An easy way to check if the overflow tube/pipe is draining into your toilet bowl properly is to pour some water into it and see whether the toilet bowl fills that way. It would be very unusual if that didn't work.

Edit: looks like I was too slow in responding. It appears your fill valve is putting too much water into the tank and therefore not giving enough time for the water through the overflow tube to refill the bowl. I suggest replacing the fill valve. The brand I used most recently was Korky which is made in the US. The leak / stuck flush valve features of the Korky Waterwise fill valve do look gimmicky but do work well.

That is a stream of water at about 4 o'clock. There seems to be a fairly decent stream of water from the rubber tube into the overflow tube.

Seems like the valve is faulty I guess?

It's not like there is NO water going into the bowl. The problem is that there isn't enough water going into the overflow tube before the tank is full. So faulty valve, get a new one (15$)

I fought a similar problem.

If as you said, you can hold down the lever for like 3 sec. after the flush starts and it fills ok, ( even releasing the lever before the fill finishes ) then your flapper may be closing prematurely. My actual lever arm was an aftermarket. An old plumber told me to order the correct lever arm for my model toilet from Kohler. It fixed the problem since early this year.

Yes, if I hold the lever for a few seconds the water level in the bowl is fine. I did see at Lowes they had a flapper with a foam float on the chain that delays the flapper from closing a bit.

Ok, just as long as it doesn't get tangled in the chain, chain is not too short, too long, etc. The Kohler brand exact replacement fixed me up. Wouldn't hurt to replace the flapper though too i suppose. Maybe i did that too, don't remember.

I think that foam float is only to keep the chain from possibly being stuck between the flapper and seal. I don't think it has anything to do with delaying the closure. At least that is the case for the ones I have seen, but does not mean you have not found something I have not seen.

Could be, on the package it had some directions with a diagram that showed if you slid the foam float up the chain it would allow more water (or vice versa) Didn't get it because it was a dollar more, but I might give it a shot, although I don't think that's my problem.

I think replace the valve if that doesn't fix it, look elsewhere. The shotgun method may fix the problem but you're never sure what the problem was.

Sheesh.

thats the best when that happens.
you go to flush it, the assembly breaks, then it looks like a waterfall from the sides of the tank pouring out everywhere

Aftermarket lever Arm. Designed to fit any number of toilets, and none of them right. The flapper falls too fast. It's proven by the fact that when you hold the lever for 2 seconds, it continues to fill and works properly. It took me a long time before i became convinced. Direct replacement from toilet manufacturer. :THUMBUP:
