You'd see $2.17 after plaintiff's lawyer fees. As long as the plaintiff's lawyers get enough money to satisfy them and the wronged consumers get "something", there would be a pre-trial settlement.
As to the heads rolling part, you can be sure that any 'settlement' Bell would agree to would be for less than what they overcharged, so it would be a net win for Bell.
