[Connectivity] Intermittent high ping and packet loss

I tried playing Battlefield for the first time in about 3 weeks tonight. Immediately noticed rubber banding from random high pings.

If I ping google.com by itself with nothing else running I get about 3% packet loss and pings from 15-40ms. Once I try playing BF3 the ping in the background increases alot in packet loss.

I tried different servers, confirmed other players don't have lag, rebooted my router and cable modem and pc to no avail.

I have a zoom dcosis3 cable modem.
