No no, they're definitely using it for the network. By using USF funds to run the network, they can use all the money collected from subscribers to line the execs' and investors' pockets.

Just imagine if ATT god forbid actually seriously reinvested in the networks they gobbled up over the years as the companies they purchased them from was actually in the process of doing.. ATT's too big, they need to sell off parts of their business as they are holding parts of the country back technologically.
