It's much more advanced than Paint, but is simpler to use than GIMP, which is another great freeware program:

I knew squat about photo editing until I tried my hand at an Artify a few years ago - and that only involved inserting a ghost image on the top of a dark cave one, and then realizing that the clone tool could be used to blend the edges between the two images so it looked like one image.
It wasn't hard and I had a great time physically creating the effect I could see in my mind.
