Looks like a nice place to live with or without fiber (the fiber might help you survive in the winter/golf unfriendly months.)

Looking at a map I would not even have thought that was kansas city proper, seems out in the 'burbs to me.

Yeah, I looked that up.
It and several of the first installs are out there, nice area, suprised they chose city taxes over remaining unincorparated, even if city services are nice.

How do you infer they "chose" ?

Around these parts, unincorporated areas are taken hostage against their will by tax-hungry cities nearby.

Generally, Annexations require a majority vote of the land owner to be come part of incorporated city. The city gains taxable area and the annexed area gets access to city services (police, fire, etc)

however large or high value properties may find the property taxes to be prohibitive unless local law or the annexation terms protect, say farmers who couldn't pay even a single years tax at city rates.

The Geneva Convention actaul spoke againist un-elected annexationsand the disregarde of the rights of the existing populations so I doubt even California allows "taking hostage" but cities are always hungery for new tax base, and and once the suburbs reach a certain density annexation is pushed by somebody (lets see, you move out of the city for clean air,open space, and simplified gov't...and NOW you want to drag those same things you hated about the city out here?)
Many areas are inacting state legislation to limit cities growth rates and prevent the urban sprawl seen in California's mega urban areas (thinking bay area, LA, sandeigo, etc.) where city touches city touches city with no unincorporated area left as a buffer.

WRONG. In California, annexations do happen without a public vote, without consent of those impacted.

If you know anything about California and Los Angeles politics, you'd realize they would consider themselves exempt from the Geneva convention.

Still not sure what "urban sprawl" actually is, but you're correct in spirit - unincorporated towns sometimes do file to become cities, in order to thwart the potential of being annexed. Unfortunately for the residents of our local harbor, the state voted to remove their right to do so, making them a permanent cash cow for the county - they're kind of like our own District of Columbia.

One doesn't need to be annexed to have access to municipal services. Those can and are contracted across boundary lines every day of the year based on geographical common sense.

Every major city and county here have settlement agreements for border-area-parcels that are better served by foreign utilities and emergency agencies.
