This could very well be the result of the Rogers SpeedBoost which detects when there is available bandwidth on the network and automatically provides a temporary burst of speed for the first 10 MB of a download or stream. As soon as you download a large file, you'll more than likely get what you pay for.

I thought that too Hooter, that it must be speedboost, however this is not the case, it's consistently pulling 200+ Mbps

After downloading 4.5 GB's in around 20 minutes I got this speedtest result.

What can I say. Wasn't expecting it. But there it is.
