Well you said you've wired your XBox to the router and it's not showing up in wired devices, so you're on to something.

Disable wireless completely on your XBox and your computer. Is your router dual band? It's possible that your computer is connected wirelessly on 5GHz which sometimes leads to problems connecting to wired devices or devices on 2.4GHz. Just a possibility.

ok so I tried to further disable wireless on my xbox, only it wouldn't let me do more than was already done, so I disconnected the ethernet cable from the box and my pc and tried doing it wirelessly. I changed the ip to 192.168.1.95
nothing works, still the same result they can't find each other

Why are you changing IPs manually at all? Set everything to DHCP and let the router handle it. Then check the attached device list again and make sure everything is showing up properly.

If other devices on your network also have static IP addresses set, you should switch them to DHCP as well - in case the DHCP server tries to assign an address you've already assigned statically.

When you configure your devices.

On the Xbox network setup, there should be an option for "Automatic" or Manual, you want automatic.

On your PC, in Network settings you want it to use Automatic / DHCP (not sure of the exact wording in Windows 7).

pc says dhcp is enabled.
I put the xbox back on automatic which resets the ip to 192.168.1.11
still can't find my pc

Your attached devices list looks correct now.

Can you post the output (take a screen shot or copy/paste the text) from these commands on your PC (obviously with your Xbox turned on):

ping -n 5 192.168.1.1
ping -n 5 192.168.1.11

To open a command prompt, if you don't know, press Windows+R, type cmd and hit enter.

At this point, with both on wireless, it could be a problem with AP isolation as pointed out earlier. Some routers have settings so wireless devices cannot connect to each other, or across different bands (2.4 and 5GHz bands).
