I am presuming your upstairs office ceiling is adjacent to the attic space. If there is not adequate attic cooling and ceiling insulation, you could be getting a lot of heat that way.
And is the attic space properly vented? If the insulation goes right out into the eves and the soffit vents are blocked, you are creating an oven up there. Proper attic air circulation is essential.
