Slingbox Issues. Low bitrate. [router to blame?]

I just bought a used slingbox pro and set it up with my netgear WNDR3400 router. I was able to get it working but it's not working well. I have a decently fast comcast connection on both ends (16mbps) but cannot stream at HQ. With my connection, i should be able to easily get full quality. The bit rate maxes out at 720 kbps but the video will be unwatchable at that point. At this point the thing is useless to me since i can't even see the score of sports games with the pixelation. I tested on a 2012 macbook air on both windows and mac. any help would be appreciated.

Your download speed isn't as important as what the upload speed is at the end with the slingbox. Also, is there anybody at the slingbox end that might also be using the internet at the same time you are trying to stream?

The download speed is about 3 mbps. I tested while i was the only person on the network.
