It seems they want to milk it for as much as they can. Their legacy equipment has exceeded it's EOL date for many years now, the manufacturers don't even support it anymore, yet they're still in use.

It's really more about the uplinks to the DSLAMs though, that's the part which seems to be taking them the longest. It depends on what the issue is. With you, it seems like you`re on a congested legacy DSLAM that`s fed with an ATM (OC3 or lower, DS1, etc.) link(s).

Customers on fiber fed remotes that have normal latency but their speeds are low, is probably due to a congested BAS/BRAS.

So, they are either waiting for a new BAS(s) (probably a Juniper ERX series) or they`re going start deploying fiber fed SLAMs in your area and start moving customers over.
