Re: Hurricane Sandy I think in mandatory evac areas they should bus anybody out who cannot drive(Atlantic City is doing this). And then state anybody who says they will not leave will not be rescued for any reason until the storm is over. And while they could not for this storm, Pass laws that prevent lawsuits against the State, Local FD or USCG for deaths caused by lack of rescue on the grounds that Evac was mandatory.
