[Speed] Comcast provisioned speeds

Hello,

I read he FAQ, but am still a little confused. I'm looking at the 20Mbps package on Comcast's site, and it says speeds "up to 20Mbps" with PowerBoost.

Is this the actual everyday speed? Then you get more than that during the first part of a download? Or is it provisioned lower, and you only get the 20Mbps during the first 20 seconds or so of a download? Say 10-12Mbps as the "normal" speed?

Thanks for your help. Just trying to weigh uVerse and Comcast.

The Performance tier is what I have:

As it says under the details:
PowerBoost provides bursts of download and upload speeds for the first 10 MB and 5 MB of a file, respectively. Actual speeds vary and are not guaranteed.
My sustained speeds are 16Mbps down/2Mbps up, but during the initial PB period I measure 25/4. YMMV.
