in order to have CDV service, the system has to have battery backups on their power supplies on the poles (or ground). These will hold either 3 or 6 12v gel cells charger by an inverter. How long these batteries last depends on system voltage (60,75,89v), as well amp draw on that power supply.

Most will last 2-3 hours. Some less, some more.

Headends have diesel generators as well a wall of internal batteries, so long as they have fuel, and they kick on, you wont have to worry about that....

its all on the same system, so CDV/HSI/TV will all be running.
