VPN will give you a secure private link to your home network over a public connection. It lets you be connected to your network, as if you were there, even when you are many miles away. You still need to get the video into a format you can stream over an IP connection and watch at the other end. Slingbox is the easiest method, and you can watch and control it anywhere you have access to an internet connection.
