some sites have gensets, but most of the NOAA transmitters i've seen just have a back up battery pack to last them an hour or so. i know for a fact that the ones in my area have neither battery nor genny, as a buddy of mine is the tech that services them. The ones i've seen in NE and a couple other states had a decent sized battery pack, but i don't know if it ran the cabinet full power or reduced power nor for how long. only one of the 4 NOAA sites i've seen had a genny, and that was because it was the main microwave site for a regional power company.
