I think being in the capital city of one of the states mentioned in the OP would definitely put her in one of the covered areas. She won't know for a couple of weeks when she can move in, which is when the port could be submitted.

If she already has a number in one of those areas, you should be able to port it now.

With independent VoIP (such as FutureNine, Anveo, CallCentric, Voip.MS, etc) the physical address is not relevant except that it would have to be updated for 911 when she moves.

If she does [not] already have a number, then she can get a new number from F9. In that case porting is irrelevant.
