They can repair downed lines and check continuity of circuits. They can put recharged batteries in local hubs until electric power is restored.

They can repair and test obviously damaged and destroyed infrastructure but until the power's back on service will not be restored, I think that was the point they were making.
They'll be busy for some time.

Charge replacement batteries off-site and swap the depleted batteries out and put the charged ones in. Duh!!

Charge replacement batteries off-site and swap the depleted batteries out and put the charged ones in. Duh!! Where in a city where people are lining up for blocks to charge their cell phones would you propose they do that? The only non-flooded tunnel out of the city is the Lincoln tunnel which I believe is still closed. |
