I'd file a complaint with Cogeco.
The first tech I had tracked mud all over the place, just cut wires (had to rewrite a bunch of telephone jacks; extra a-hole behavior since we weren't getting Cogeco phone at the time and were still with Bhell). My pets almost ran away from home from the jackhole leaving all my doors open (after being asked repeatedly not to) and was generally rude to us.
I filed a complaint with Cogeco.
Six months later I had another tech come in. He fixed most of the damage the other tech did. He made sure I had the best signal strength, traced down all my problems, fixed the box outside (first guy left all my stuff without grounding it properly) etc.. Went out of his way to make sure everything was perfect.
Squeaky wheel gets the grease!
