Sure it was an apology! They said they were sorry... sorry that they didn't win like they deserved!

It's the standard "politician's apology."

Not "I apologize for doing wrong to you," but "I regret that you felt were offended." In other words, it's not my fault for doing bad stuff -- it's your fault for objecting to my doing bad stuff.

We hear it on TV all the time, and it's become the standard form of apology in America.

It's a good thing that the British haven't changed the meaning of the word "apology." An apology means nothing if it's twisted like that.
