ATT doesn't throttle on land line broadband. Considering you haven't posted any real line stats, you could technically have an intermittent problem on the line.
What you may be experiencing is the upload buffer 'bloat' inherent in any Uverse install. If the modem's upload bandwidth is saturated, available download bandwidth and overall latency will be reduced. The only way around it is to establish QoS control before the Uverse modem with your own equipment to limit upload bandwidth to just under what your Uverse modem syncs at.
