The author refers to a "first octet of 172" as if 172/8 is a reserved block. But the reserved "172" is much less than a /8; try 172.16/12:
He cites routing through residential IP addresses with no specific examples. I watched what happened after SBC bought AT&T: There was significant renumbering of their IP network; often times the host name changes lagged the number changes.
And that same AT&T is renumbering customers in the 10/8, apparently in order to deploy Carrier Grade NAT for deployment of some kind of residential IPv6 service.
They can scan your traffic transparently; there is no way you can detect scans if they don't want you to know.
