Odd Question: Comcast Outdoor Wifi

Hi Everyone! Recently in my town, new equipment seems to have been installed by Comcast. The equipment is grey in color, looks to be made of plastic and about the size of a Cable Node. It has rounded corners, and a RG6 lead to a tap, and a painted number on the side of it. (Pretty sure these are wireless access points)

They are evenly spaced every 100-250 feet on our towns main street. Recently, new open wireless networks have appeared , oddly with competitor cable company names too:

xfinitywifi (Obviously Comcast)
optimumwifi (Cablevision)
twcwifi (TWC)

Yet this is Comcast territory, no overbuilding.
Also this is a rather small town, and where they placed the wireless devices makes little sense. How good is the range on these things?
Can someone explain what the heck is going on with regards to the other CableCo networks? Some kind of partnership?

What is the bandwidth cap on these wifi hotspots? 25mbit? 15? We are in a DOCSIS3 area.

Yes those are "strand mount" AP's, and those cable companies have agree to cross-roaming aggreements for this deployment.
