Anecdotal evidence suggests it's on the order on 1-2ms.
No one that I'm aware of has done any quantifiable tests.
There is no extra encapsulation. What is transmitted on MOCA are ethernet frames. MOCA is a mesh network, which means only one device on the coax can transmit at a time. When a device wants to transmit has to wait for its turn. There is also additional buffering into and out of the MOCA transceiver chip on each end.
